Program of activities of The Union shall be approved by The Member´s Assembly, discussed and supplemented by the Board and the Executive Board.

Infrastructure Development Projects and Programmes

The objective is to connect the region with the European transport network using the VI. Trans−European multimodal corridor and solutions for regional transportation and the implementation of specific projects:

• Construction of the D47 motorway and R48 speedway including the main collectors.
• Construction of the I/11 − I/57 speedways with capacity connection to Slovakia.
• Origination of logistic centres and a transport connection between industrial zones.
• Modernization of the II. railway and III. railway corridors in the Dětmarovice − Slovakia stretch.
• Modernization of regional railways and vehicles, projects as agreed upon in the Memorandum.
• Development of the Ostrava Airport and its interconnection with regional transport systems.
• Participation in the creation of an international trade fair for railway technology: CZECH RAILDAYS.
• Organizing an international conference TRANSPORT that since 1997 has become the most significant event of its kind in the Czech Republic.

Energy, Waste Management and Environment

• Solving the energy problems of the Ostrava region as a PHARE project and solution of the Regional general energy map.
• Regional project for Petroleum Products Supply implemented via investments.
• Concept solution for waste management in the region and in the whole Czech Republic through the use of modern technologies.
• Participation in the international V 4 projects focused on the environment.
• Water Norm international project designed to ameliorate the consequences of mining activities and their impact on water resources, using the 6th and 7th Framework Programme for research and development.
• Organizing conferences on revitalization projects for the industrial landscape.
• Organizing the international conference ODPADY (WASTE) 21 focused on conceptual solutions for waste management of Central European countries in the 21^st century.

Human Resources, Education, Support for Science and Research

• Participation in the 5th and 6th Framework Programmes for research and development.
• Preparation of projects for the 7th framework programme for research and development.
• Support of the advancement of professional education, the educational system and of the inception of new apprentice branches.
• Cooperation in practical short−term attachments, educational and re−qualification programmes.
• Lecturing and consultation activities in cooperation with Union members and experts.
• Cooperation with labour offices and regional partners, including re−qualification centre.
• Preparation and establishment of a personnel agency Specialist Service, focused primarily on searching for and placement of professionals and on educational programmes.

Development of the Entrepreneurial Environment and the European Union

• Participation in defining of regional priorities and realization of development programmes.
• Participation in the establishment of the Regional Development Agency.
• Assertion and coordination of the project NÁSKOK (HEADSTART) implemented with the Business Development Agency of Třinec Region, Business Centre, s.r.o. (Ltd.) for the preparation of EU budget period 2007 − 2013.
• Participation in the network of regional consulting organizations and the inception of development projects.
• Searching for and founding prospective clusters since 2002, for example

• Participation in the inception of the Czech−Korean Economic and Industrial Board within the framework of the Chamber of Commerce as well as other projects
• Holding the Investment & Business Forum, the international conference focused on investment, inflow of investors and support of business activities.

Broader communication and cooperation

• Annual holding of the Congress of Mayors and Lord Mayors from the Moravian−Silesian Region.
• Provision of professional advice and consultations for Union members, important investors and other partners.
• Support for the annual holding of NATO Days and other events organized by members of the Union, including the Moravian−Silesian Health Days.
• Organizing traditional Christmas markets for small businesses and sellers.
• Holding the region−wide survey for "Personality of the Year" and an annual Christmas concert where the winner of the survey is announced.
• Participation in regional, national and international task groups and steering committees oriented towards the successful implementation of development programmes, concepts and projects.
